Building Resilient Communities Before, During, and After Disasters
Himachal Pradesh and other Himalayan states are highly vulnerable to natural disasters such as flash floods, landslides, cloudbursts, earthquakes, avalanches, and extreme weather events. In recent years, the increasing frequency and intensity of these disasters have highlighted the urgent need for community preparedness, resilient infrastructure, and effective disaster response mechanisms.
At PLAN Foundation, we believe that disaster management should begin long before a disaster strikes. Our approach combines community preparedness, participatory planning, capacity building, and humanitarian relief to help vulnerable communities reduce risks, respond effectively during emergencies, and recover with dignity.
Community-Led Disaster Management Planning
PLAN Foundation supports Panchayati Raj Institutions, Urban Local Bodies, and government departments in developing Community-Led Disaster Management Plans (CLDMPs). Unlike conventional disaster plans, our approach places local communities at the centre of the planning process, recognizing that they are the first responders during any emergency.
The plans are prepared using Participatory Rural Appraisal (PRA) techniques, ensuring that local knowledge, experiences, and priorities are incorporated into disaster preparedness and response strategies.
Each Community-Led Disaster Management Plan includes:
- Hazard, vulnerability, and risk mapping.
- Identification of disaster-prone locations.
- Resource mapping of available human, financial, and material resources.
- Village-level disaster response mechanisms.
- Identification of vulnerable households and critical infrastructure.
- Community awareness and preparedness activities.
- Roles and responsibilities of community volunteers and institutions.
- Evacuation routes and safe shelter planning.
- Coordination mechanisms with government departments and emergency services.
The participatory planning process strengthens the capacity of communities to organize themselves, respond quickly during emergencies, and minimize loss of life and property. By empowering local people with knowledge, skills, and clearly defined response systems, these plans create resilient communities capable of acting effectively when disasters occur.
Humanitarian Relief and Emergency Response
In addition to preparedness and planning, PLAN Foundation actively supports disaster-affected families through timely humanitarian assistance.
Following the devastating flash floods that affected large parts of North India during 2025–26, PLAN Foundation, with the generous support of Americares Foundation, undertook one of the region's largest community-based relief initiatives. Specially designed Disaster Relief Kits, containing essential household and emergency supplies, were distributed to thousands of affected families to help them meet their immediate needs and begin the recovery process.

- Support to vulnerable families and marginalized communities.
- Coordination with district administrations and local institutions.
- Community volunteers for emergency response.
- Strengthening resilience for long-term recovery.

Community Disaster Preparedness
- Prepared Community-Led Disaster Management Plans for every Gram Panchayat in Kinnaur District, Himachal Pradesh, strengthening local disaster preparedness and response capacity across the district.
Humanitarian Relief (2025–26)
With support from Americares Foundation, PLAN Foundation distributed specially designed Disaster Relief Kits to families affected by flash floods across North India.
Approximate families supported:
- Himachal Pradesh: 10,000+ families
- Punjab: 2,000+ families
- Jammu & Kashmir: 2,500+ families
