1. Evidence-Based Assessments for Inclusive and Sustainable Development PLAN Foundation is a pioneer in conducting Social Impact Assessment (SIA) Studies in Himachal Pradesh under the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013). We take pride in being the only organization in the state with extensive experience in undertaking SIA studies for major public infrastructure and development projects.

Social Impact Assessment is a critical process that evaluates the likely social consequences of land acquisition on affected individuals, families, and communities. It ensures that development projects are implemented in a transparent, participatory, and socially responsible manner while safeguarding the rights and livelihoods of affected populations.

At PLAN Foundation, we adopt a people-centric approach to every assessment. Our multidisciplinary team of social scientists, GIS specialists, planners, and field investigators works closely with government departments, local administrations, Panchayati Raj Institutions, Urban Local Bodies, and affected communities to conduct comprehensive studies that comply with the provisions of the RFCTLARR Act, 2013. Our SIA studies include:

  • Baseline socio-economic surveys of affected households.
  • Stakeholder consultations and public hearings.
  • Assessment of social, economic, cultural, and environmental impacts.
  • Identification of vulnerable and marginalized groups.
  • Analysis of project alternatives to minimize adverse impacts.
  • Preparation of Social Impact Management Plans (SIMP).

  • GIS-based mapping and spatial analysis to support evidence-based planning.

  • SIA of Land Acquisition for Hydro Engineering College, Bandla, District Bilaspur, Himachal Pradesh.
  • SIA of Additional Land Acquisition for Sunni Dam Hydroelectric Power Project, Districts Shimla and Mandi, Himachal Pradesh.
  • SIA of Land Acquisition for Widening of MDR 66 & 67 in Shimla, Districts Shimla Himachal Pradesh.
  • SIA of Land Acquisition for Tourist Complex Seri, Nadaun , Districts Hamirpur, Himachal Pradesh.

Through these assignments, PLAN Foundation has contributed significantly to promoting socially responsible infrastructure development across the state. Our work has supported government agencies in balancing development needs with the rights, dignity, and well-being of affected communities.
